Does Maryland tax Social Security and retirement income?

How Maryland taxes each kind of retirement income in 2026, what typical retirees pay, how that compares with other states, and a retirement tax calculator set to Maryland.

Short answer: No on Social Security. Yes on IRA withdrawals. At 65 up to $40,600 (2026) of pension, 401(k), 403(b) or 457(b) income can be excluded, less your Social Security, but IRAs do not qualify. State rates run 2% to 6.5%, county income tax adds 2.25% to 3.30%, and a senior tax credit of $1,000 ($1,750 for a couple) applies at 65 under the income limits.

What retirees pay in Maryland

Five households, priced on the same 2026 tax engine Killion’s planner uses: Social Security plus withdrawals from a traditional IRA, the standard deduction, and every age break the state and federal returns give. Examples are IRA withdrawals, which the pension exclusion does not cover. County tax is shown separately at the lowest and highest 2026 rates. Estimates for planning, not tax advice.

  • $1,000 extra exemption per person 65 or older.
  • The pension exclusion fell from $41,200 for 2025 to $40,600 for 2026: it tracks the maximum Social Security benefit.

Local taxes: County income tax of 2.25% to 3.30% of Maryland taxable income, by county, collected on the state return. It applies to pension and IRA income; the exclusion lowers it too.

What people get wrong about Maryland

  • Rolling a 401(k) into an IRA gives up the pension exclusion on that money.
  • The exclusion is reduced by all Social Security received, not only the taxable part.
